Abilities ~ 10 points, no ability above 3 without approval.

Disciplines ~ 12 points to purchase disciplines. (cost is 3 for basic/6 for intermediate/9 for advanced)

Backgrounds ~ 6 points, none above 3 at character creation without approval.

Virtues ~ start with one dot in each and then 7 points to add to them.

Merits & Flaws ~ A maximum of 7 points in each, derangements included.

Freebies ~ 6 + background awarded.

For general fairness I'm saying that characters can be embraced around the year of 1900. That will give PC's around 50 years as a kindred. I am willing to allow some people to be embraced from a earlier time perdio, but they would have had to spend a time in torpor to keep them at 50 active vampire years.
